The tobacco allotment system was enacted in the 1930s. Every farm was allotted a maximum amount of tobacco they could grow. The system gave small farms a chance to compete with large farms. Local farmers brought their product to the markets in Asheville every winter. Tobacco company buyers bid on each farms product in auction. The tobacco companies lobbied congress to eliminate the allotment to save money. They now contract with large farms before planting. Small farms are no longer in the tobacco business. There are no markets in Asheville anymore.
